Reducing Inappropriate Referrals to Special Education

Almost 7 million students receive special education services in America's schools. The greatest number of students referred for special education fall into the category of Specific Learning Disabilities (SLD). 80 to 90 percent of the students in this category have been referred because they can't read, and many have poor math skills.
